Exec Gets Jail for Helping Contractors Pay Undocumented Workers

Adam Segan could barely get the words out as he asked for forgiveness in an Orlando courtroom packed with family members and government agents. His words were choppy as he told U.S. District Court Judge Anne Conway that his "ego and stupidity" were the reasons he stood before her.

Segan ran Pronto Cash of Florida, which had branches in Tampa, Jacksonville, West Palm Beach, Fort Lauderdale and Miami. It also cashed checks from vans operating in much of Florida, including Orange, Hillsborough, Lee and Duval counties.

Prosecutors said the company cashed payment checks for construction subcontractors so they could pay their illegal workers in cash. The company did not keep required records of these large cash transactions. It also helped subcontractors obtain fraudulent certification that they had purchased workers' compensation insurance, the government alleged.

Pronto Cash collected millions of dollars in fees through these arrangements and enabled subcontractors to avoid having to pay employment taxes or insurance for their workers, the government charged.

Segan's attorney, Samuel Rabin Jr., told Conway that his client has gone out of his way to restore the money owed to Pronto's clients and customers because of the seizure of funds and closure of the business.

"He did not want to leave people hanging," Rabin said. "He's spending money to try to make these people whole without any economic benefit to himself."

Rabin presented more than 20 character-reference letters to Conway. They called Segan "generous," "trustworthy" and describe how he lives with his guilt each day.

Rabin pleaded with the judge to give Segan a less-severe sentence, citing his "extraordinary efforts" to make things right.

The sentence was more than his family had hoped for, judging by their gasps and cries. Segan's wife leaned forward and sobbed into her hands as Conway wrapped up the hearing.
